I have emailed NoCliche and here is what they said:
As you probably know, LBA and Twinsen's world aren't our property any more since we have been bought by Sega since July 1997 to create No Cliché. LBA is still all property of Adeline/Delphine Software group, so it's not as easy as it could appear to produce and distribute an official patch to make it run on new systems. Please believe we would like to develop it for free and that it isn't a technical problem at all (with some patience, may be, one day... but chhtt :). Neithertheless, did you already find and try the great Win9x guide page from Twinsun Files site ? I recommend you to try it. And please let me know when you puzzle out the problem (and even if you don't find it) Here's the page I mentionned:

Moreover, We inform you that LBA 3 is always in project but we don't know when the developpement will start and it will not be developped by No Cliché. For the time being that's all I know.
